The key is that if they can achieve AGI, or even ASI, then all industries, from M.D.s and Lawyers to Cab and Truck Drivers, even teachers and artists, will change. The good government solution would be to form a global organization, with direct threat of nuclear attack against any country that refuses to join, and regulate A.I. Corporations globally, outlawing all A.I. WEAPONS and/or KILLING, and sign treaties to rein in the global environment and workforce with A.I. benefitting all people equally. Then, nationalize any A.I. Company that fails to sign on the agreement, and use A.I. for the public common good.

With $$$$$$ buy up all the pubic surveillance video and then sell it online to individuals and organizations for/with AI analysis to track pubic officials (city council, mayor, police chief, registrar of voters) etc. so that people can openly check for corruption and other criminal events. Charge 1% of costs to each organization and half that to individuals, to recoup costs for next round. Offer public entities (municipalities, states) the service of distributing their public surveillance in a timely fashion (i.e. real time) appropriate online access point. A few public contracts will make this profitable.
